There's an older topic that reported and discussed this in-game phenomena.
From what I remember, there's some sort of error or glitch. 
Possibly it can be fixed by simply re-booting the game or re-booting the computer.  Possibly by running the "check & repair" feature of the game?

I guess “texture not found” anyway its a damaged game file check and repair or worst case a reinstall shoud fix it

I've got it. Spent hours on the OPs images. Built a cutting-edge algorithm for Predictive Interdimensional Text Analysis (PiTA). Cracked the code. It's a secret message from another dimension, giving a heads-up about impending doom.

Did the check and repair and that didn't fix it.

I still get it but only on New  Dawn and luckily enough I only get that map every few days.

I had this happen long ago, and if I recall, it only happened on certain maps (if I remember correctly, ones with snow - lots of white hues).  I believe, at the time, it was caused by a mod I installed related to weather/fog/clarity, but I'm not 100 percent sure.  

Hope this at least gets you on the path to resolving your issue.

I do have the 'remove fog and glare' mod active on ModStation, I'll disable that and see how it goes.

@Capt_KremenskiI believe that is the one.  By the way, you can remove the fog (I do) if you go to settings in-game under the Graphics settings.  Scroll all the way to the bottom, and there is a slider bar (Fog Transparency).  I have mine set to ZERO.  That pretty much gets rid of all the fog in-game.
