Portal Chips for Recruiting?

I check out the news whenever the UI lets me know that there's an article waiting for me.
 
This one caused a bit of a jaw drop.
 
I won't go into the ways you can earn Portal Chips ... suffice to say that I laughed and can't see myself bothering with this event.
 
The question that comes to mind is this: I certainly recall many recruitment drives from WG in the past, but this ones strikes me as needlessly complicated and desperate. But I've not been around THAT long, so to the players who've been around a lot longer ... how does this compare to other recruiting events in the past?

I value my RL friends more than offering them as new sacrificial victims to the money pit maw of WG.

The funny thing is the missions for recruiting start at tier 5 which is no good if they want to stay in randoms protected mode at tier 4.
