Public Test 13.1 - Balance Changes

We're applying balance changes to many ships based on an analysis of both their combat statistics as well as extensive player feedback.
 

VI Ryūjō

    Torpedo Bomber parameters changed:
        Stock squadron aircraft preparation time increased: 74 to 81s
        Researchable squadron aircraft preparation time increased: 73 to 78s
        Torpedo damage decreased: 5400 to 5000

X Hayate

    Main battery reload time decreased: 4 to 3.7s
    Torpedo reload booster consumable moved to a separate slot

  Sekiryu

    Tactical Torpedo Bombers Torpedo damage reduced: 9333 to 7500
    Tactical Attack Aircraft rocket parameters changed
        Damage reduced: 3150 to 2850
        Fire chanced reduced: 14 to 12%

 

IV Clemson

    Stock Torpedo reload time increased: 40 to 44s
    Researchable Torpedo reload time increased: 66 to 70s

VII California

    Main Battery reload time reduced: 34.2 to 32.5
    Changed engine parameters: the acceleration time for forward and reverse movement was significantly reduced.
        The new acceleration settings are similar to those found on Kansas, Minnesota and Vermont.

VII Florida

    Main Battery reload time reduced: 33.5 to 32s

VII Indianapolis

    Main Battery reload time reduced: 14.3 to 13s

VIII Hornet

    Characteristics of Tactical bombers squadron changed:
        Bomb damage increased: 7300 to 8000
        Fire chance increased: 41 to 45%

VIII Nebraska, IX Delaware and X Louisiana

    Changed the parameters of the Stock and Researchable Dive bombers
        Bombers are now equipped with JATO boosters
        HE bomb penetration increased: 42 to 53mm

  Annapolis

    Interval between individual shots in burst increased: 1 to 1.5s
    Surveillance Radar consumable action time decreased: 40 to 35s

  United States

    Tactical Torpedo Bombers Torpedo damage reduced: 7600 to 6133

 

V Mikoyan

    Main battery accuracy settings changed. They will now be similar to other cruisers on tier V
    Main battery parameters changed:
        Reload time reduced 13.2 to 11s
        AP shell damage increased: 4550 to 4650

VIII Kiev

    Stock hull HP pool increased: 14500 to 16200
    Researchable hull HP pool increased: 16200 to 17500

X Khabarovsk

    Repair Party consumable replaced with Specialized Repair Teams with the following parameters:
        HP restoration per second: +225
        Action time: 20s
        Reload time: 80s
        Number of charges: 3

X Petropavlovsk

    Base detectability range increased: 15.3km to 16.3km
        All other detectability ranges adjusted accordingly

X Sevastopol

    Main battery reload time reduced: 25 to 24s
    Changed the parameters of the Repair Party consumable
        Action time reduced: 90 to 60s
        Cooldown time reduced: 180 to 120s
        Number of charges increased: 3 to 4

  Zorkiy

    Number of shots in burst firing mode decreased: 4 to 3

 

VIII Colossus

    Changed the parameters of Attack Aircraft:
        Number of rockets per plane reduced: 6 to 5
        The size of aiming ellipse increased by 20%
        The amount of rockets that are guaranteed to hit closer to the center of the aiming ellipse reduced: 50 to 33%

As this ship demonstrated excessive effectiveness with its AP rockets, we decided to tone down the damage potential of this type of armament. In addition to increasing the size of aiming ellipse, making it harder to pinpoint a specific part of enemy ship, we have also decreased the number of rockets that are guaranteed to hit closer to the center of the aiming ellipse, thus reducing the potential of each strike to do citadel damage, as rockets are going to spread more evenly across the whole aiming zone now. At the same time, we expect the increased aiming ellipse to lead to a somewhat easier experience when dropping enemy ships, due to allowing for a slightly larger margin of error when positioning the reticle for attack.

IX Duncan

    Main Battery reload time decreased: 31 to 29.5s
    Repair Party consumable reload time increased: 80 to 100s

X St. Vincent

    Repair Party consumable reload time increased: 80 to 100s
    Base detectability range increased: 15.8 to 16.2km
        All other detectability parameters adjusted accordingly

X Malta

    Torpedo Bomber torpedo damage increased: 5933 to 6533
    Number of bombs in payload on Dive Bombers decreased: 4 to 3

  Eagle

    Tactical Attack Aircraft rocket parameters changed:
        Damage reduced: 2350 to 2050
        Fire chanced reduced: 9 to 8%
    Tactical Dive Bomber bomb parameters changed:
        Damage reduced: 7900 to 6400
        Fire chanced reduced: 45 to 36%

 

V Jaguar

    Torpedo parameters changed:
        Reload time decreased: 90 to 75s
        Range decreased: 8 to 7.5km
        Damage reduced: 14833 to 11267
        Speed decreased: 68 to 57kts

VI Béarn

    Increased the dispersion of the Skip Bombers by 20%

Due to this ship showing excessive effectiveness when attacking destroyers, we decided to decrease its attacking potential against smaller targets by decreasing the overall accuracy of the skip bombers drop. This should bring the carrier more in-line with other carriers of the tier.

  Condé

    Main Battery reload time reduced: 15 to 14s
    Bonus to maximum main battery shell dispersion during burst fire reduced: 40 to 20%

 

III Nazario Sauro

    Main Battery reload time decreased: 6.5 to 6.4s
    SAP shell Damage decreased: 2600 to 2350

VI Aviere

    Researchable Torpedo Range reduced: 10 to 8km
    Changed parameters of the Emergency Engine Power consumable:
        Number of charges reduced: 6 to 4
        Action time reduced: 25 to 20s

VI Leone

    Main Battery reload time reduced: 9.5 to 8.5s
    Torpedo launcher reload time reduced 50 to 45s

VIII Vittorio Veneto

    Sigma value increased: 1.7 to 1.8
    Stock hull Rudder shift time reduced: 21.7 to 20.2s
    Researchable hull Rudder shift time reduced: 15.5 to 14.4s

IX Lepanto

    Stock hull Rudder shift time reduced: 23.3 to 20.9s
    Researchable hull Rudder shift time reduced: 16.7 to 14.9s

X Cristoforo Colombo, X Amerigo Vespucci

    Sigma value increased: 1.5 to 1.6
    Firing angles for the aft turrets increased by 10 degrees
    Rudder shift time reduced: 18s to 15.3s

Note: Amerigo Vespucci is a clone of Cristoforo Colombo used for testing her Unique Upgrade.

    Main Battery reload time reduced 5.2 to 4.9s

IX Sun Yat-Sen

    Main Battery AP shells damage increased: 13000 to 14500

    Base detectability range reduced: 7.8 to 7.4km
        All other detectability parameters adjusted accordingly

    Main battery reload time reduced: 4.4 to 3.8s

 

VIII Numancia

    Changed parameters of Burst Fire Mode:
        Removed the increased shell dispersion debuff

 

These changes are all over the place, and some are quite weird. I don't think the balancing team understands what balancing is. Because Aviere did not need another massive nerf.

And the change to St. Vincent is a joke. And Indianapolis did not need a buff.

At least Hayate and California get some love.

Overall, the changes are nice.  There are a few I question, but I will tip my hat off to WG for attempting to give a little attention to existing ships that have needed a little TLC for ages.

Well the Khaba getting a super heal is definitely an eyebrow raiser.

Though I really do question the decision to buff the Hornet's B25 tactical squadron. If anything a slight buff to that anemic AP bomber regular squadron might have been more appropriate if the ship was actually in need of buffs at all.

Jaguar getting slapped for 19.2% of its torpedo speed and 24% of its torpedo alpha is a monster of a nerf. Throw in the extra half kilometer of less range on top of that and that reload reduction of only roughly 17% seems rather sketchy.

Overall very interesting changes, at least they do something useful now that the art department is gone and they can't crap a new line every other month.

As a DD main, I'm looking forward to Hayate changes, probably gonna buy her asap those changes are live.

Not sure that Khaba needed superheals, even without it I was able to get to 58.6% WR in ranked, now it will be ranked monster.

Also not sure about Aviere changes, I mean it was a decent ship (especially compared to its successors), but not so good that it needed a nerf at all. Leone needed some love, although I think it will be terrible DD nevertheless the buff.

I currently need some 10k XP to get Katsonis, so a buff is nice. Split buff is also OK in my view, the ship is not bad, but when fighting other DDs I felt like it lacked a bit of firepower (or higher HP pool/repair party) for a gunboat DD.

As for the additional buffs you listed...another tough fight ahead, I see....

Well, turret traverse is possible, but I just don't see how Wargaming will go for buffing her secondaries when Wee Vee '44 exists though.

Turret traverse buff may be possible. But honestly, I don't expect Wargaming to touch California again, and frankly? That's Ok too. She got some small, needed buffs, and that's fine. However, if anyone else wants to request turret traverse buffs for her, well I certainly won't stop'em : ) That would certainly help a lot with gunnery comfort.

While a number of the buffs were (and are) welcome, I also noticed there were several nerfs in the mix.

The buff to Hayate is very welcome, although I wouldn't be surprised if later down the line they reverse it on the basis that it becomes OP.

The nerf to Petro is painful but I guess that brings Petro closer to Moskva?

Due to this ship showing excessive effectiveness when attacking destroyers, we decided to decrease its attacking potential against smaller targets by decreasing the overall accuracy of the skip bombers drop. This should bring the carrier more in-line with other carriers of the tier.

    Main Battery reload time reduced: 9.5 to 8.5s
    Torpedo launcher reload time reduced 50 to 45s

VIII Vittorio Veneto

    Sigma value increased: 1.7 to 1.8
    Stock hull Rudder shift time reduced: 21.7 to 20.2s
    Researchable hull Rudder shift time reduced: 15.5 to 14.4s

IX Lepanto

    Stock hull Rudder shift time reduced: 23.3 to 20.9s
    Researchable hull Rudder shift time reduced: 16.7 to 14.9s

X Cristoforo Colombo, X Amerigo Vespucci

    Sigma value increased: 1.5 to 1.6
    Firing angles for the aft turrets increased by 10 degrees
    Rudder shift time reduced: 18s to 15.3s

Note: Amerigo Vespucci is a clone of Cristoforo Colombo used for testing her Unique Upgrade.

 

IX Dalian

    Main Battery reload time reduced 5.2 to 4.9s

IX Sun Yat-Sen

    Main Battery AP shells damage increased: 13000 to 14500

  Kunming

    Base detectability range reduced: 7.8 to 7.4km
        All other detectability parameters adjusted accordingly

 

VIII Split

    Main battery reload time reduced: 4.0 to 3.6s

IX Lambros Katsonis

    Main battery reload time reduced: 4.4 to 3.8s

 

VIII Numancia

    Changed parameters of Burst Fire Mode:
        Removed the increased shell dispersion debuff

 

These changes are all over the place, and some are quite weird. I don't think the balancing team understands what balancing is. Because Aviere did not need another massive nerf.

And the change to St. Vincent is a joke. And Indianapolis did not need a buff.

At least Hayate and California get some love.

Summoning @Sailor_Moon because of that last one.

Overall these changes are good however WG are missing out on so many ships.

German BBs Preussen line

German DDs Z-52 line

Dmitri Donskoi is giga poop

Ognevoi is bad at everything and does not line up with any of the lines

Russian DDs tier 5-7 are lacking so much gunpower

British CA tiers 6-8 need some love

Tier 5 French cruiser needs help, it's so un-fun to play

Actually if I continue I'll be listing so many more so I might as well stop there. It is a great start no doubt from WG but there's so much more things that need to be done. Another thing I can think of is Siegfried and Agir. Both medicore at best compared to their peers, they need some love. Something that makes them a bit different to the better options such as Alaska and Azuma. But yeah if I continue I'd probably end up writing an essay so I'll stop there.

I disagree, the fact that so many ships are in a bad place, and we get  haphazard grab bag of random changes, shows WG has no idea or competence to do anything.

They are trying random levers to see if a door opens, while the guy on the other side tells them they just need to pull on the door knob to open it.

I'm going to disagree because you're not giving them the credit that they have just realized oh damn we messed up. Here are some changes that are mostly really awesome and allow some less played ships to be played more. These buffs are good, is it perfect no not at all there's so much more yes. But they're starting somewhere which is 100% what matters. If they manage to keep up creating these blogs where they give these unloved ships love then it's amazing for the game no doubt.

Most of the ships you named are working exactly as they're intended to work. That may not align with everyone's preferred play style, but that is for everyone to negotiate on their own.

Eh I made sure to list ships that 100% need help. They don't need much just slight tweaks to make them fun and actually enjoyable to play, it's simple really.

Why do they need help?

Are they statistically weak? In what categories? For what group of players?

Do their concepts not work? Are their tools contradictory?

Is the moment-to-moment gameplay not satisfying? Are there needless frustrations that can be eliminated?
