The second image/armory description in the OP appears to be showing only the improved BB skills (Vigilance) of the Jutland commanders (there are two of them). The photo is Franz von Jutland, who is available for coal.

The first image shows Reinhardt von Jutland, who has a unique portrait and is available for doubloons but is otherwise identical. This image shows the improved DD skills that both commanders share.
