The USS Hull is a favourite here: http://www.navweaps.com/Weapons/WNUS_8-55_mk71_Hull_side_pic.jpg - the only destroyer ever to carry an 8 inch gun. 

 

But... everything pales in comparison to Okhotnik, doesn't it?

Grtivita class armored gunboat of the Romanian Navy

Displacing 322 tonnes and with a draft of only 1.3 metres, this class of vessel measures 44.5 metres long with a beam of 8 metres.

Armament:  1 x  100 mm gun

                     1 x AK - 130 

                    2 x ZPU-4  (four barreled) 14.5 HMG

                    2 x 1 TAB-77  turret  each with 1 x 14.5 mm HMG and 1 x 7.62 mm LMG

                    2 x 40 barrelled 122mm MLRS

Not a monitor.

Furious is another good example of a completely overgunned ship. They could barely keep the ship together after firing the main guns, she was so lightly built. Even her sisters could barely cope, even with their smaller 15 inch guns. 

Other well known overgunned ships include the French submarine Surcouf (twin 8 inch guns)

Swedish ship Vasa.  She sank after sailing roughly 1,300 m (1,400 yd) into her maiden voyage on 10 August 1628.  Unstable, poorly designed and too many guns (twice the number of her original design).

USS Ohio. When the first big US 44-gun frigates were in service, they often carried over 50 guns with ease, and that with long 24-pounders on the gun deck when 18's were usual in other navies. So when the US started building 74's, its no surprise that they stretched the rating. This reached its apogee with Ohio, a 74 that carried 102 guns with ease at one point, and was marveled at as a handsome, fast and weatherly sailor. We did also build Pennsylvania, a 130, but she was never actually deployed.

USSR Kara class. On 8200 tons standard, these carried 2 x quad SS-N-14 launchers, 2 x twin SA-N-3 SAM launchers, a pair of twin 76mm guns, 4 x six barrel 30mm AK-630 guns, 2 quintuple torpedo tubes, 4 x RBU ASW rocket launchers of two types, and an ASW helicopter. A quart in a pint pot.

OMG !  A freaking barge with a tank turret !!!  I WANT, I WANT.....   Breath in, breath out....  Oh please GoD, let the game have this barge...errr.....armored gun boat....

or, the Elco PT boat.....with armored hull this time around.....   PLEASE !@  🤣

I’m surprised the Atlanta-class hasn’t been brought up. The ships were top-heavy and plagued by stability issues that were never fully addressed.

I would add USS St Louis (C-20), essentially a modern ship of the line that would have dominated the days of sail with 14 152mms, 18 76 mm, 12 47mm (saluting guns but they could be used as weapons i believe), and 9 37mm 

Despite with so many guns, I dont recall St Louis had a many stability issues due to the weight

 

very fun to play in game as well, maybe should try a secondary build on it

That is a fabulous ship. The Compact Cruiser is a genre WowS should explore more fully. See also: French Pre-Dreadnoughts, Pre-Pre-Dreadnought Turret Ships, Armoured Paddle Steamers, assorted gunboats. Hilarious.
