Solution:

stop playing randoms and play ranked or ops. Randoms has been a pool of concentrated incompetence for years. Any player worth their salt is in ranked generally these days.

Atlantico is one of the top ranked BBs as well, tied with Tirpitz and Massachusetts. She is very fun in ranked.

I still remember the days when blow outs were 1 in 10 games as opposed to the 11 out of 10 they are now. Randoms was also no where near as toxic then.

And.... your post isn't boosting my enthusiasm for the Atlantico. 
(Because I know you're capable of being a force-multiplier for any ship @SoshiSone.  The Tiger '59 is merely one example.  😄 )

She's a dockyard ship, with a return date of I-don't-know-when. You might not EVER have her in your port.

The 9.2 inch secondaries at Tier 8 can be spicy, but the tech-tree Ipiranga at the same tier makes up for her lack of those with the ability to fire main-battery HE. 

I had an absolute blast grinding the Ipiranga, and I will be sorry to move the captain up; my Atlantico, OTOH, is barely used by comparison.

I had the strange notion that the Atlantico came back without being a dockyard ship.  
Perhaps I'm confusing that situation and the ships involved?

As for Tier-8 Pan-American BB's, I'm satisfied with the Ipiranga.

Maybe they put it in Santa crates? I know they did that for a couple of them (Odin, Anchorage come to mind).

And a look at Atlantico's wiki-page wasn't helpful enough, regarding her history of availability.

Ipiranga has been a nice surprise.  My Atlantico is also mostly a port queen.

Somewhat Ironically, the Iparanga freebee and my easy upgrade to Los Andes is what brought me to Atlantico.  I don't remember how i got it, but it has been sitting in port for a while now. I upgraded my Captain from Ip to Los and decided to use Atlantico as a trainer.  The ability to run conceal at the secondary range is pretty cool.   And the 15 inchers over the Ip's 14 are a good trade for not having main HE.  Reminds me of a slow Bismarck without hydro or an HE option.

Oh..and it is effin slow.  But I'm used to slow USA BBs...so...not too bad.  I just have to think about early position a bit more (just like US slow BBs) so as not to get myself stuck on a flank where once we clear the reds, I'm out of action.

But yeah...a brawler she is.  And that's my play style with the KM brand.  So somewhat complementing (but enough of a difference to make a difference) play style.  A tank kiter with long range and punchy secondaries is a tough nut.  One of the reasons I often top out in the one side loses like I posted.  She can stay alive and put out good damage long after the friendlies have withered away.

When top tier, I do push earlier to get some weight in the game.  But even those times it's not enough.

As for the blow outs...yeah, they happen.  But as I noted, you only gotta turn one game in ten from the bad side to the good side to garner a 60% WR.  And in close games, when played well, Atlantico can make the difference.

I like randoms.  I like the 12 on 12.  I accept the blowout.

I would like to put in a good word for Tennessee, which has been a pleasant surprise in T8 ranked, especially for a ship that was pretty much free for playing.

Ipiranga has also turned out to be a decent brawler.

I don’t think so either. Z-46 is arguably more OP if anything for a DD with her smoke hydro combo and better HE/AP(coupled with more consistent non-boosted DPM). Also faster with more health.

now if we were talking about Z-42, maybe. That thing is definitely OP in the right hands.

atlantico is one of my most played ships but as much as i like it the ever increasing amounts of planes an subs combined with  one way or another every second match being a stomp are making its slow existence quite miserable.
