You can earn festive rewards with low-tier (<5) ships.

Just confirmed by experiment in my Tachibana that you can build the 1000 BXP bar to knock off snowflakes by using low-tier ships.

SO... if you have a large fleet but have retired from high-tier play, or are resetting a line for the research bureau by playing up it, or if you are starting new lines from the ground up, be aware: your efforts at these tiers will not be wasted!!!
