Recommendations for Minotaur Build/Commander Skills

Hey Bob. Do you have any recommendations for a Minotaur build and Commander skills? I need one for Clan Battles (radar/smoke) and for Ops (smoke only). 
If anyone else has a build that works for them I would like to see them, too.

Radar CB

Your DDs should have RPF so you shouldn't need it. If you don't have DDs with RPF then swap something for it.

Light cruisers without a dedicated smoke-bot should always be running RPF in competitive. You won't always have a DD in front of you (and sometimes the enemy, you know, kills your DD) and you still need to have maximum information at all times. 

Top Grade Gunner on a Minotaur is complete overkill. Inside 10km you already have insane firepower, so +8% makes no difference.
