You are correct. WG definitely should have an all-hands effort to look into the issues revealed!

In your videoed situation, you were the DD player.
In the past, I've been either the DD player or the Submarine player, in similar situations.
I'm not sure when the submarine player in your video was able to detect your DD, if at all.  I did notice you were using a consumable, but I didn't identify it.

Anyway, the submarine player was mostly out of options in the video. 
I figure their optimal course of action would have been to ram your DD before or during the depth-charge attack (before the depth-charges began exploding). 
That didn't happen, though.  So you won the encounter.
