Best DDs to add to the fleet tier VIII, IX, X?

The situation is disgraceful. My DD fleet numbers only Lo Yang at tier VIII, Friesland at IX and Vampire at X. Super is Humphreys. Working towards Harugumo.

Be they premium or tech tree, what are some nice DDs that can be added to this boutique, under equipped force.

Been looking at Chung Mu for torpies, Delny and Elbing for run and gun, Black among others.

RN Line is in a rough spot, mostly in the form of premiums taking their slots:

  • Vampire is a slightly better Daring in general. Although there are still substantial differences to justify both. (Crawling vs short smoke)
  • Jutland is decent, but Somme as a premium clone exists. Depends whether you're willing to invest coal instead.
  • Cossack is a better Lightning in general. Simply low-key OP.

Don't recommend Delny line unless you want the supership. The base DPM stops increasing at T8 Kiev. Go Grozovoi or French.

No comment on the rest.

Marceau/Kleber/Gdansk probably still the top criminals of the triangle mafia. That you can get, anyway. 

Personally I hate everything so I just play Regolo. It has many exhaust smokes, lots of HP and speed. Doesn't have a heal but other than that can't get much better survivability. Makes for a bit poor scout and gets outspotted by almost every other destroyer, so playing it is a bit unusual and a lot of times not helpful to your team. But I don't care. Not anymore. All that matters is how hard it's to grief me.

Well, the answer -at least to me- is obvious: Kagero, Yugumo, Shimakaze. Stealth, top-notch equalizers, reasonably hard-hitting guns with workable ballistics albeit slightly slow on the reload and turret traverse departments.

DDs are class that if you do not play well, you are hurting your team. You need to ask yourself “What DD play style am I competent in playing?”

so if you staying undetected, spotting and launching torpedos, the EU Halland line will teach you how to play that style well. 
If you like hunting other DDs, you want to progress down the RN Darring line or the EU Gdańsk line. Both will teach you how to use your consumables to your advantage in a Dd fight. 
If open water gun boating is your thing, the French Kleber line is the one.

This link answers this topic very well. I have some of these DDs though not many in T8 - T10. I like the Fletcher for it's generalist uses & the Shimikaze for torping 🙂.

I agree with adding the Black to your Port.  A Fletcher class DD with radar makes a nice jack-of-all-trades 'bote.

The Shimakaze is a stealthy tech-tree torpedo-'bote.  
The Hayate is currently available for coal.  In the past she was a FreeXP ship.

The Neustrashimy is a Russian stealthy torpedo-'bote, equipped with a repair-party consumable, to help her stay afloat.
Available in the armory, in exchange for coal.

My understanding is that the Chung Mu is equipped with radar?
She's on my "someday list". 
The deep-water torpedoes limit her list of possible targets, but hopefully will pack-a-strong-punch versus ships they can affect.

I'm less familiar with the European Destroyer lines.  Their torpedo warheads tend to be weak, in my limited experience.
Aside from that, I'll defer to other player's expertise.

One thing I suggest considering is the maneuverability of the high-tier DD's.
Turning radius, rudder-shift and top-speed vary among DD's.  
The DD's ability to "just dodge" may depend upon these factors.
Some DD's handle like a whitewater kayak, others will behave more like a cruiser-without-a-citadel.
It's a matter of player preferences, I feel.

I'm sure that others will offer their perspectives.

The wiki says somehow misleadingly that Yamagiri's turrets are slow. In the perspective of Shima line they are fast, and the wiki statement below can mislead:

Indeed 10 seconds is only slow when compared with the ships that can rotate faster.
For a number of ships, a 10 second rotation time would be a huge improvement.

With the note that I've only been playing Ranked PvP since submarines were introduced (along with PvE), so I'm not great on DD-Sub interactions in Randoms:

  • T8 tech tree: Lightning (although Cossack is better), Aki, and maybe Kagero.
  • T8 premium: you already have Lo Yang; besides her, Cossack and Kidd are both excellent, and I'm also fond of Orkan (it's amazing how many people still don't know she has radar).
  • T9 tech tree: Yugumo, Kitakaze, and Jutland (get Somme if you can - better economy); Feltcher is also still solid, although there are several premium versions available, and you can make a case for Chung Mu if you fancy an occasional radar dalliance.
  • T9 premium: lots of good options here. I particularly like Neustra (okay at everything, and fantastic heal), Somme is premium Jutland, Yolo is great for Coop (and PvP if your opponent doesn't know about her party piece), and Jager is worth a look if you like lots of very fast 'bunny kisses' torps. Black is amongt the better ones too, although less of a monster than she once was. Johnson has promise too, although I haven't played her a lot, and something similar for Minegumo.
  • T10 silver: Daring is probably my favourite, and sufficiently different to Vampire to be worth having both. Halland is great, and Shima is still very worthwhile as a sneaky torp boat.
  • T10 'special': You already have Vampire; besides her, Marceau is a no-brainer (although I struggle to make her work against real people, due to being better with sneaky bar-stewards). Z-42 has promise, but I haven't played her enough yet. Problem at T10 is that several of my favourites are no longer available...

I've tried to stay away from anything that's only occasionally available, but if they ever come up, Harekaze (the original one, not the rather poor Harekaze II) is great, the premium Shima (AL) is the regular one but with a far better economy...

There's a lot of good (and not so good) DDs, the exact ranking depends on every individual players preferences and game modes, so here's just a non-exhaustive list per tier:

T8:

  • Kiev. +Fast gunboat, 130mm that are able to perform at 12km & option to swap from smoke to heal to spice things up and test different game styles. -Visibility
  • Lighting. +Extremely flexible all-rounder, stealthy, 360deg turrets, single launch torps, hydro, British DD smokes -better if CV after you or pushed by Radar. -Slow
  • Hsiengyang +/- DW Torps. +TRB, stealth, handles ok against non-dedicated gunboat DDs in fight. -DW torps if lots of DDs

T9:

  • Udaloy. +Selection of consumables, agile for soviet DD, heavy Torpedo loadout of 15t tubes, great guns. -Detection, loses if you fight DPM races at close range
  • Mogador. +French OG DD line starts getting most of ducks in a row, saturation, MBRB and Speed boost. -Detection, no Smoke, Y turret angles bad
  • Z-46. +Deceptively underestimated cap contester, expecially if get to use AP, 32mm HE pen, Hydro. -German AP is hit or miss, bit powercrept
  • Fletcher. +Ever reliable jack-of-all-trades. -Master-of-None
  • Jutland/Somme +/- Lightning but T9 & heal, Improved AP. -Slow, very slow for a DD

T10

  • Elbing. +Magic AP, Huge HP pool. It's a cruiser in DD trench-coat, can be very fun. -It's a Cruiser in DD trench-coat, -Needs Leg-Mod to get best performance
  • Kleber. +The Yolo-Boat, torpedo Alpha & reload, the Burst damage gunboat, the annoying pos. -No smokes, poor concealment, MBRB reliant on DPM
  •  Z-52. +/- Z-46 that's situationally better or worse
  • Delny. -Stay with Udaloy or go to Grozovoi. I'm serious. Proceed at your own cost
  • Cassard. +Much stealthier line than Kleber line, Very lethal torpedoes, good guns, French damage saturation. -No smoke, middling speed, torpedoes have quirk.

Beyond these TT ships.

Marceau, Hayate and Black are  (atleast in Co-Op for latter 2) fun and solid performers.

On Maeceau specifically, while her torpedoes have longer range than on half-sister Kleber, the much longer reload + lower damage do detract from their usefulness in CqC and means there's longer gap between launches where you can be caught without punching power.
