How could the Montanas been improved over the Iowas?

Well first, Montana was designed with the speed of the SoDaks and NCs, but there are other considerations.

Some of these are pretty obvious to those of us who have driven the ships.  But wait for #1 and join me in going, "Yeah, WUT?"

The death of the BB was in 1925....  Size no longer mattered.  Throw weight meant little if you couldn't get close enough......

But, I do like the idea that if Airplanes rendered the BB ineffective, get rid of the Airplanes.....  AA Radar, the quad 20's and the 3" mounts and proximity ammunition would render planes in LOS ineffective....  I would also follow the Command and Control space idea and use the Montana as a C3 platform that would "enhance" the SAG's abilities for "dispersion decreases" if a Flag Commander was in that ship.....  Halsey, or any other new Admiral would have an additional skill enhancer.....

A reason to use them.  Slower, yes....  You have to give a little to get a little in their case.....    Bismark and Musashi would be reissued under the same concept....

I've visited the USS Massachusetts Museum at Battleship Cove, Fall River, MA.  I've seen the equipment on display.

Personally, I subscribe to the notion of "better to have and not need than to need and not have".  🙂

As for torpedoes mounted on Battleships...
In real life, the issues were real and it was understandable that Naval thinking would eventually decide that a torpedo which is out-ranged by the BB's main-guns would become more of a risk (of getting hit and exploding) than a reward (a potent warhead able to sink another Battleship).

But, for aggressive players in Co-op, torpedoes are one more weapon system that can be utilized to sink the most ships in the shortest amount of time.
And, hey, we're gonna get within brawling distance anyway, so the range limitations of the torpedoes won't matter.  🙂 

But, yeah, even the Japanese with their long-range torpedoes might toss them overboard to prevent them getting hit by a bomb during an aerial attack (to prevent a torpedo getting hit and exploding to cause damage to the hull).
That said, the Japanese were able to use their ship-launched torpedoes with some success in the early periods of World War Two.
Granted, those were launched from Cruisers and Destroyers instead of Battleships, if my memory serves me.

In the early days of battleships/dreadnaughts, the main gun ranges were limited and engagements were expected to be closer and ships were anticipated to close the distances during combat.  So, I can see where having a torpedo available may have seemed viable.
Later on, the notion went out of fashion, so to speak.

And there are times when I wish the in-game French CV, the Bearn, was equipped with her original-equipment torpedo tubes.  🙂
